Board-adopted planning assumptions - 2005

Below are the data and policy assumptions adopted by the Board of County Commissioners for the 2005 20 year county growth plan. The plan will use the latest data available (usually 2004).

The population growth estimate was increased from 1.69% to 2.0%. This adds another 49,000 more people over the 2004 plan.

Some housing data assumptions remain unchanged - housing density for Vancouver is 8 dwellings per acre, other cities are 6 per acre and Amboy is 4 per acre. The detached/attached housing split is 75% max for either, persons per household is 2.69, the urban/rural split is 90/10.

The residential redevelopment factor remains at 5% and underutilized residential land is based on a value of less than $256,000 per acre.

The residential infrastructure deduction is 27.7% inside the urban growth boundary. Further study is needed for lands outside the UGB to allow for schools and parks.

Critical lands exclude the portion of the parcel that is encumbered by environmental restraints.

The job creation goal remains at 1 new job for every 1.75 people. Employment density remains at 9 per acre (commercial and industrial) or 20 per acre (office park).

The market factor is 10% for homes, 25% for commercial and 35% for industrial lands.

Vacant and buildable lands decisions have not been made by the BoCC.
