
Introduction to Growth Planning in Clark County
The comprehensive growth management plan is a long range guide for the future of our county. The new Board of County Commissioners is unhappy with the 2004 county growth plan. It was adopted in September of 2004 by a 2 to 1 vote (Pridemore and Stanton vs Morris).
That plan was the result of 5 years of staff research and public testimony at a cost of almost $3 million dollars.
Commissioners Morris and Boldt want to plan for more growth.
The comp plan changes under consideration are being characterized as "ways to refine it or improve it". Elements of the plan being reviewed and revised are described as "technical assumptions".
- The first technical assumption to be changed increased the population growth rate.
- Then the base year was forwarded to 2004.
Both increased the land needed to be brought inside the Urban Growth Boundary area (UGB) from 9 miles to about 30 miles!
As Commissioner Steve Stuart has stated: "You can't afford to not pay attention."
